If Everton are going to make a real claim for a top-half finish, David Moyes has to have a structure in place.
It looks as though this is the plan with the Scotsman and The Friedkin Group both aligned on where Everton need to be.
Moyes is set for a hands on approach when it comes to transfers and will be working closely with CEO Angus Kinnear.
Moyes and Kinnear can create exciting Everton plans, and that’s the hope for the upcoming window.
Specific targets are being looked at as Moyes will look at the Championship for signings, and this backs up why one player should be a priority.

Everton target Tom Fellows described as ‘dream footballer’
It’s clear that Tom Fellows fits into the category of players Moyes would want as a part of his project.
Everton have been after Fellows for a year as Sean Dyche shared the same wish as Moyes.
There were reports that the Toffees were close to signing the West Brom winger in January, but Everton bidding for Fellows was false.
However, there is still a possibility that Fellows joins Everton in the summer, and what West Brom boss Tony Mowbray has said should give Moyes more than enough reason to make him a priority.
Speaking in a post-match interview after West Brom’s 2-1 win over Watford, Mowbray was in awe of the winger.
“Fellows is a wonderful, wonderful player. He is a very unassuming boy,” Mowbray said.
“He just accepts my decisions and gets on with it.
“He’s a dream footballer to manage, really.”

Fellows performance speaks volumes to Everton
The 21-year-old is proving that behind the scenes, he would be a brilliant character to have around the club.
Moyes wants to get rid of any toxicity that remained in the Dyche era after Everton players would make fun of Dyche’s tactics.
So what better way to introduce Fellows to the squad who doesn’t throw a tantrum when decisions don’t go his way and does the talking on the pitch.
